CCI Webinar on 2022 Initiated Statewide Ballot Measures – Recording Available

CCI hosted a webinar recently on several initiated measures (Props 122, 123, 124, 125 and 126) that will appear this fall on the 2022 ballot.  The webinar featured short presentations on the ballot measures (including how they would impact county government) and then some remarks from proponents and opponents (if identified) of the measures.  A recording of the webinar, along with fact sheets and other information on these ballot measures, can be found on the CCI website at http://ccionline.org/advocacy/ballot-issues/.

8 Complimentary Registration Slots are Open for County Commissioners!

CHI’s Hot Issues in Health is coming back December 9, 2022. This year, CHI will offer both in-person and online attendance options. Tickets to the in-person gathering will be limited and will be just as hot as the conference.

Hot Issues in Health is Colorado’s essential health policy conference, bringing together a diverse crowd — state legislators, regional and local policymakers, representatives from insurance carriers and health systems, consumer advocates, health care providers, researchers, and students — to network and learn about the state’s most pressing health, health policy, health care, and health equity issues.

This one day event will run from 8:30-3:30pm at the Hilton Denver Inverness. Click here to register and learn more about CHI’s event. IIJA Match & Local Capacity Building

At DOLA’s Local Government Coordination call last month, Meridith Marshall, Colorado’s IIJA Coordinator and Tamra Norton from DOLA provided an overview of the capacity building support program for grant navigation through the local Council of Governments (COGs). They also discussed the IIJA match program created by the last legislative session to support local governments pursuing funding. FAMLI Program Resources – Notification of Your County’s Decision must occur BEFORE January 1, 2023

All counties will have an important decision to make in the next few months: Are they opting out of the new state Family and Medical Leave Insurance (FAMLI) program. Counties that do not opt out will be considered as participating in FAMLI and will have to start paying premiums beginning April 2023. It is very important that all counties deliberate on what is best for them and their employees this summer/fall. A decision to participate in FAMLI will mean counties will need to plan for this expense when developing their budget in the fall.

As a reminder, Proposition 118 passed in 2020 and created a paid family and medical leave program (FAMLI) in Colorado.  The measure allows local governments to opt-out of the program, but permits employees of such a local government to participate (click here to read the ballot language).  Enrollment in the FAMLI Program will begin in 2023 and benefits will be accessible beginning in 2024.

Finally, the FAMLI Division in the Colorado Department of Labor and Employment has developed a process to request early access to the new employer portal (known as My FAMLI+). This is also where counties wishing to opt out will need to eventually upload their opt-out letter. Click here to register your desire to have early access to My FAMLI+. The state hopes to have the My FAMLI+ portal up and running by November 2022.

CCI Releases HUTF Estimates for 2023

This past week CCI released Highway Users Tax Fund (HUTF) estimates for 2023 to assist counties as they begin preparing their budgets for next year.  The 2023 HUTF estimates took into account the continuing economic impacts of the COVID-19 pandemic AND the implementation of SB21-260, which will infuse the HUTF with a number of new fees.
