Behavioral Health Secure Transport

Background: HB21-1085 & Secure Transportation

Pursuant to HB21-1085, all counties must be ready to issue licenses for secure transportation services by January 1, 2023. Secure transportation services are intended to help address the needs of those in crisis without the alarm/stigma of, say, a marked law enforcement vehicle showing up to help. This is a new, optional business model that is available to ambulance providers and others who might be interested in diversifying their current services.

Boards of County Commissioners are authorized to set a fee that covers the county’s direct and indirect costs of implementing licenses (CRS 25-3.5-309 (1)(b)). Counties are also authorized to impose additional requirements for secure transportation operating in their county (CRS 25-3.5-310 (1)(a)). This could include a requirement to serve the entirety of the county (as opposed to just urban areas), the requirement/availability to help transport individuals from jails to treatment centers and other community specific needs.
